Make all sections use all uppercase letters
The explicit flag to the titlesec package allows us to explicitly
specify where certain arguments passed to the \section{} command get
placed.
Properly get sections to work.
The reason this change is needed is because I was adding the output
tot he format field of the \titleformat command. Instead, it needed to
go in the before field. See the StackOverflow answer for why.
